Rough Sleeping Encampment TRIO

Thames Reach’s Targeted Rapid Intervention Outreach (TRIO) team helps rough sleepers, the hidden homeless and vulnerable women, offering rapid and skilled interventions in every London borough.

TRIO also regularly participates in joint operations that target hotspots where rough sleepers can be found often living in surroundings which pose considerable risks to their health.

Funded by London Councils, TRIO helps people access accommodation, counselling, literacy workshops, financial support, training and employment opportunities delivering an effective service for the capital’s most marginalised people.

Thames Reach is the lead agency in this partnership with EASL, Maya and Blenheim – working together, across the capital, to offer specialist support to help vulnerable men and women who aren’t currently accessing appropriate support or housing.

TRIO workers offer support to anyone sleeping rough, but also empower vulnerable women at risk to get appropriate help before they resort to rough sleeping. Workers offer our counselling, workshops and advice.

Operations targeting rough sleeping hot spots are constructive and planned interventions where staff work alongside other organisations such as the Metropolitan Police, the Fire Brigade, other voluntary sector organisations, local authority community safety wardens, and immigration enforcement officers.

Skilled outreach staff with necessary language skills will, if required, accompany enforcement teams on operations and can offer advice and practical assistance in areas such as health, finding accommodation and work and being supported to return home.

Thames Reach’s priorities in supporting these operations are to:

  • Ensure that every person understands the options available to them

  • Ensure that every person who is willing can take up opportunities to address the accommodation, health and employment-related issues that have led to them living in destitution

  • Contribute to assisting local communities often blighted by habitations of this kind by rapid and skilled interventions

  • Support enforcement colleagues and those responsible for matters relating to health and safety to carry out their responsibilities

This is an area of unique expertise for Thames Reach given our pan-London services are already working with agencies in every London borough, and with our team of EU language speakers. Thames Reach has contributed to the closure of many dangerous hotspots, supporting agencies and rough sleepers in the most practical and appropriate way possible.
